Can an NPort convert from Modbus RTU (Serial) to Modbus TCP (Ethernet)?

The simple answer is No. A Nport is only able to encapsulate serial data to ethernet, this means that the Modbus RTU packet coming from the serial interface will be placed unchanged into a normal ethernet packet. Modbus TCP and Modbus RTU packets look different which means devices that are expecting a packet in the Modbus TCP format won't understand the messages coming from slave/master serial devices. This means the packet has to be converted using Protocol converters such as the MGate MB3170 and MB3180 series.
